Regarding the statement in Genesis (1-2), "darkness hovered over the water", The Talmud tells us about a difference of opinion between R. Nehemia and R. Yehuda ( Etz Yosef on the parsha) relative to which was created first, the world or darkness! R. Yehuda maintained that, Heaven forfend, to think that the Creator needed light in order to see "what he was doing". Rather, since light is necesary for our world, it received precedence. R. Nehemia maintained that since light was not necessary for the Creation, the world was made in darkness!
